Where can i get a QR 28.9mm seat clamp with quick release?
30.0mm should work fine. I have a salsa flip-lock which is nice.
Brand-X do one in 30.0 for about fiver which is very reliable although not the most attractive. CRC out of stock though at the moment.

Sorry but them on one ones are shite, that washer is as much use as tinfoil.
I got a Chromag one from a Canadian friend, its very pretty, grips much better than anything esle I've used (Salsa, Hope etc) and seems very robust. See this thread for a man who might be able to help in the UK.
